white-collar crimes

The FBI categorizes many white-collar crimes such as embezzlement and antitrust violations, as less serious than violent crimes and certain property crimes. Conflict theorists sometimes contend that this reflects a social bias against poor and in favor of dominant social groups, who are more likely to commit white-collar crimes. Do you agree with this interpretation? Should white-collar crimes receive stiffer penalties? Should penalties for violent crimes and property crimes be less severe? why?
