US intelligence Reform (IRPTA) and emerging threats

The Intelligence Reform and Terrorism Prevention Act (IRPTA) of 2004 mandated a series of historic US
Intelligence Community (US IC) reforms
Part 1 – Explain the conditions/problems which existed prior to 2004 which drove the US Congress to legally
mandate such sweeping reform.
Part 2 – Describe the changes the US Congress mandated of the US IC via the IRPTA. Analyze and describe
the actual changes the US IC has made over the course of the law’s implementation (highlight any gaps
between Congress’s intent and the actual implementation of the law in practice).
Part 3 – Considering the changes the US IC has made based on the IRPTA and current/emerging intelligence
problems, analyze and explain any additional reforms you believe are necessary to better position the US IC to
meet current and emerging national security challenges.
