This paper presents a deep theoretical analysis, a ‘meta-theory’, based upon a sophisticated account of a Marxist ?base-superstructure? model which combines, the theory of the ?Rentier State?, with the Marxism of David Harvey (e.g. 2006) in order to understand the recent social and economic changes in Qatari society.

The theory of the ‘Rentier State’ follows Beblawi and Luciani (1987).
