The power of Congress

The Founders worried about all government power being swallowed up in a legislative vortex. Yet today we talk
more about the imperial presidency, a runaway bureaucracy, or the dynamic court. Has the power of Congress
lessened, stayed the same, or increased over time relative to the other branches? Why?
