The Lottery

In The Lottery, the town has clearly been keeping the Lottery going for a long time. Why does the Lottery continue despite being so barbaric? Why does Tessie say "It's not fair, it isn't right"? It's mentioned that another town has done away with the Lottery, so why doesn't the town in the story? What would it likely take to get the town to change? Explain your answer using examples from the story.
