How is the law enforcement system of the United States connected to England?
To determine how the U.S. law enforcement system is connected to England, we need only remember that the U.S. originated as colonies of England. Our current law enforcement system was based on the laws and systems from England. When the colonies split from England to form the U.S., we kept the law enforcement system and adapted it to fit our needs. Some of the things that transferred over and are still used to this day are: sheriffs and constables (police officers or deputies) (Early Police in the United States, n.d.)
What caused the development of the twenty-first-century law enforcement agency?
President Obama enacted the 21st century law enforcement act in 2014. It was developed in response to the shooting in Ferguson, Missouri (Noble, 2015). The purpose of 21st Century law enforcement is to build trust between the community and its law enforcement officers. Trust between a community and the police officers that are protecting it is key to reduce crime and lower the tension that currently exists between civilians and the police.

McKee (2016) points out that when the colonists first established a system of laws and law enforcement in this country, it was based off of the English common law system. McKee further explains that the ideals of legally limiting police authority and decentralizing the organizational structure of the police force were the two main principles adopted from the English. Furthermore, the concept of sheriffs and constables officially enforcing the law and the utilization of patrolling volunteers and watchmen were also brought over from England (Potter, 2013).

I’m not sure if I understand fully what this question is asking but going to answer it based on how I interpret the question. Based off of the deaths of Michael Brown in Ferguson, Missouri and Eric Garner in New York City, both the direct result of actions taken by law enforcement officials, President Obama created the Task Force on 21st Century Policing and tasked it to develop recommendations on how to lower crime and address issues of community building while developing the trust needed for future progression (Obama, 2015). The deaths of Tamir Rice, Walter Scott, Freddie Gary, and Sandra Bland are other questionable high-profile police-involved killings that took place between 2014 and 2015 (Hobson, 2016). Because of these incidents, trust in law enforcement and the perceived reputation of police officers was very low, especially in black communities; thus, rebuilding the relationship between the community and law enforcement became a priority. As a result, the President’s Task Force determined six categories of recommendations: building trust and legitimacy; policy and oversight; technology and social media; community policing and crime reduction; officer training and education; and officer safety and wellness (Policing, 2017).
