There could be such a thing as too much oversight of the IC. If the IC is too tightly controlled, it may not be able to do its job effectively. On the one hand, it allows the IC to operate with some degree of secrecy, which is necessary for it to do its job. On the other hand, it can make it difficult for the public to hold the IC accountable for its actions.

Ultimately, the question of whether the IC requires special oversight is a complex one. There are strong arguments to be made on both sides of the issue. The best way to ensure that the IC is both effective and accountable is to have a system of oversight that is balanced and thoughtful.
