Once you have selected the regulatory issue that you plan to analyze, you should develop an analytical framework that can be applied to the selected issue. The analytical framework should be drawn from the concepts presented in these 2 sources:
1. Marc Allen Eisner, Jeff Worsham & Evan J. Ringquist, Contemporary Regulatory Policy 2nd Edition (Lynne Rienner Publishers, 2006) [ISBN-10: 1588264114]
2. Stephen Breyer, Regulation and Its Reform, (Harvard University Press, 1982) [ISBN-10: 0674753763]
For example, the first chapter of Eisner describes types of regulation (i.e. economic and social), the rationales for regulation (e.g. market failures), and the tools and approaches available in crafting a regulatory program (e.g. performance standards and prohibitions).
Once you have selected your issue and developed the framework, apply it to your issue. At a minimum, the paper should describe the issue in detail, identify the interests and government actors that are involved, the options for addressing the issue and your recommendations for resolution.
The paper should be a maximum of five pages with a one page executive summary.
