It must show what happens from the time a child is referred for evaluation and is identified as having a disability, through the development of an individualized education program (IEP).

The special education process, governed by the Individuals with Disabilities Education Act (IDEA), is a formalized series of steps designed to identify, evaluate, and provide services to children with disabilities. The following flowchart illustrates the mandatory steps from referral through IEP development:
