Compose a paper (at least 4-5 double-spaced pages) explaining the differences between social insurance (i.e. not income or 'Means tested') and public assistance programs (income or Means tested) and how social welfare policy has contributed to the development of/changes in these programs. Students should select a single program and include information about the following using these words as paragraph headings. Programs like SNAP-Food stamps.
