Chapter 980 Sexual Predator Law in Wisconsin: Does it work, Does it actually catch the group it
targets or is the law an unfounded answer to public outcry
The paper needs to be in a Legal Memo / Legal Brief type format, citations to research need to
follow Blue Book citation procedure (i.e. law review article), Introduction paragraph with clear
topic sentence and road map on what paper will discuss, Main Section (i.e. argument) to include
very strong analytical look at the current research, specifically statistical research on
Wisconsin's Chapter 980 law, the group its serving, the statutory standards, the assessment tools,
how the program has changed and evolved, and comparing Wisconsin's program to the Sexual Violent
Persons laws in Washington, Texas, Florida and Minnesota, Include counter-arguments, Include where
changes should be made or where the laws are heading, last paragraph should include a Brief
Conclusion. What’s the next step, What should happen from where things are currently. My opinion is
Wisconsin's sexual predator laws fall in the median of harsh punishment type program to the purely
community based program in Texas. The variation in the statutory standard (burden of proof) is
significant in why there is a difference in the application of the programs between the different
states in the US. Further, the actual risk of recidivism is so minute to begin with that once you
put a person through sexual predator commitment are you really significantly reducing that person's
risk - statistically speaking. I need a DRAFT of this paper to turn in by 3:00 pm Monday. I will
then have several weeks to do edits once the professor reviews the draft. I have attached the
source material I've found so far, but as many more that are needed to provide a solid paper can be
used, there isn't a magic number of needed resources.
