Why is policy vs practice an issue in decreasing racial profiling?

The paper must talk about different types of racism, differential involvement, differential enforcement, and disproportionality. It
must also discuss no less than three theories in the "files" that have been uploaded as well as discuss other finding and REAL
critical thinking about what these theories mean and why racial profiling is related in such an important way.
Please talk about why we can say these types of behaviors are illegal, but that doesn't keep officers on the street from engaging
