  1. Was the purpose of the needs assessment clearly presented? How effective was the writer in defining the extent of unmet needs or the demand for services?
  2. Was the population identified?
  3. Was the data gathering process fully explained? Was the data that was gathered appropriate to the needs assessment process?
  4. What problem areas were identified as a result of the data gathering process?
  5. Were possible causes and solutions offered?
  6. Was each main point (problem area) clearly explained? What type of support is used?
  7. Was the Action Plan appropriate to address the identified problems? Were goals identified in the Action Plan? Were resources allocated?
  8. Was there a summary of the findings?
  9. Are grammar, punctuation, sentence structure, word usage, etc. correct? Did you see any errors that need to be fixed?
  10. Were in-body citations and references properly used?
  11. What is the strongest part of the project? Why is it good?
  12. What can be improved? How can it be better?
