Pandemic and historical narratives

Taking evidence from both personal narratives (eye-witness accounts produced by people who experienced the pandemic) and historical narratives (accounts written after the fact by historians and journalists) and answer the following question in a 500-word paper: How do the concerns, fears, and priorities of individuals differ from the concerns, fears, and priorities of institutions, governments, and policy-makers. Focus on one particular difference.
