By looking at the table, I think high-performance team focus is a better fit for the strategic decisions than others because it has more emphasis on the strategy of the company and organization like quality, its employees, customer, learning, and others. They pay attention more to the future of the organization, such they train employees in a set of times, their teams are flexible, and planning happens with the shared information across the groups. While other focuses have less focus on the features of the strategic decisions.
On the other side, the traditional focus has more features and characteristics about the operational decisions, such as the company pay attention more on the cost, profit, centralized ruling, or autocratic controlling.
