Majority/Minority relations

Majority/Minority relations in any country is not based on population. Rather, it is based on political power. Those who control the government are considered the majority while others become the minorities. Even though many minorities think that white folks (the majority) hold secret meetings to device way to keep minorities out, such anecdote is yet to be proven, but we know discrimination, a backstage behavior, is very difficult to prove. With that said, how would you quantify "white privilege" in America?
