Effective Program Planning begins with identifying a problem and understanding the need based on gaps in services.  Using this information, you can develop a program

theory and program design.

The program theory explains WHY a program is expected to work (Posavac, 2011).  The “why” is determined by reviewing similar programs to determine what has and has not

worked, and what changes should be made to make the program more effective. Determining the theory behind the program helps staff effectively plan and administer a

program (inputs and outputs), and achieve outcomes. And it helps evaluators evaluate the value, merit and worth of the program.

The program design is the intervention to fill the gaps in services and meet the unmet need.

For this assignment, you will be conducting a needs assessment to understand the various research tools available, and to identify additional resources that may be

needed to complete your needs assessment, program theory, and program design.

homeless. Connecting these veterans with the resources necessary to address these issues is an important step in ensuring they receive the help they need. Many

Veterans returning from combat face some real barriers; PTSD, and substance abuse to name a few.
