Read the article “‘Big Questions About Intergovernmental Relations and Management: Who Will Address Them?” by Kincaid and Stenberg, and select two of the questions from the article that interested you the most. In 750-900 words, answer the following questions: 

Discuss whether the questions still need answering or if they have been addressed by government since the article was published. If they have been answered, discuss how and why. If they have not been answered, discuss what the government can do to start finding answers to them.
