Briefing your new Governor on Emergency Management, Homeland Security, and Public Policy
You are the head of the state’s emergency management agency. You have a new governor elected who is a complete novice and knows nothing about emergency management or homeland security. He or she wants a white paper (research paper) highlighting the fundamentals of emergency management and homeland security.
Provide the governor with an introduction and overview of emergency management and homeland security. Be sure to consider things a new governor would needs to know. Again, he or she is a novice.
At the minimum, discuss a brief history of both and where they were and where they are now; how emergency management works; what threats and hazards we face; how research is useful and can be applied; key concepts, definitions and perspectives; the phases of emergency management; political issues he or she may face; theories; Presidential Disaster Declaration and how they work as well as pertinent Acts and Directives (be sure to look at your own states laws); stakeholders and what they bring and offer (as resources); and anything else you think pertinent.
