Mapping out a plan to address George Floyd issue, race, justice, policing, police brutality, and how to change the criminal justice system

Since the release of a by-stander video of the in-custody death of George Floyd in Minneapolis on Memorial Day, all four police officers have been fired, one of them has been arrested for murder. Prior the arrest protests sprung up in Minneapolis and then spread around the country. Many of these protests have turned into riots that have resulted in violence against other protestors, the police, significant looting and property damage. Cities have instituted curfews and the National Guard has been deployed in many cities. The United States is struggling through this time with questions about race, justice, policing, police brutality, and how to change the criminal justice system. People are exasperated with what happened to Mr. Floyd but about perceived injustices involving the police. Tension is high all across America. People are concerned about the possibility of significant violence and property destruction escalating, as well as increasing the racial and class divides in the country.

You are the President of the United States. Americans need a leader. They need someone to map out a plan to address the issues above. You need to write up to a three page Oval Office address to the country. In that message you should highlight with facts what the true story of policing in America looks like, concentrating on the use of force and enforcement activities, as well the state of trust and legitimacy between the police and the community, with a focus on the minority community. You should also identify ways to reduce the emotions and bring people together to plan an approach to move forward. What are you going to do immediately? What will you do within the next 60 days and over the next twelve months?

While inspirational, your plan has to be realistic, reasonable, and at all times lawful. America needs hope. You are in the position to calm the country and initiate a plan to make America a safe and secure country were all persons are treated with dignity and respect and where justice is available to all.
