The paper outline must be as follows:
a. Review and analysis of written foundation for the policy (law; regulation; memorandum; etc.) explaining the purpose of the policy and its intended effects/impact; what was the rationale for the policy in both qualitative [i.e. a common good] and quantitative terms [i. e. how many will be affected by the proposed policy and how will they be affected])
b. An analysis of how the policy was implemented (where it was to be implemented - within an office; portion of a town; a town; a county; the state – geographic area;) the population who is affected by the implementation; and who was responsible to implement the policy
c. An analysis of alternative approaches to the policy that could have been or should have been considered (merits of alternative decisions vis-à-vis this policy option with benefits/disadvantages of each option)
d. The effects of the policy as they are known to date (i. e. impact on affected parties); the negative aspects of implementing the policy – who may have gotten hurt and how did they get hurt?)
