In this essay you are invited to critically analyze an education governance strategy/tool. You might consider the following questions: what is the governance tool/strategy, and how is it assumed to bring about change; when was it developed, and by whom? What have been the consequences of the use of this tool for the sector? Are the changes expected, or were there unexpected outcomes? For whom?
