The purpose of a democratic government is to instill the spirit of democracy, that is: of the people, by the people, and for the people. It is to insure domestic tranquility, provide for the common defense, promote the general welfare, and secure the blessings of liberty to ourselves and our posterity. However, in an attempt to better combat domestic terrorism, as well as transnational terrorism abroad, government officials are engaging in the use of emerging technologies that blur the line between ethical and unethical.
