Read the Final Report of the Strategic Review of Penal Policy and the list of recommendations. Then consider (1) whether their implementation can, or indeed should, be achieved, and (2) whether implementation of penal policy through the criminal law/justice legislative programme will meet the stated goal of making Ireland “a safer and fairer place.”
