The United States is not the only country that is progressive when it comes to Emergence Management issues. Countries such as Australia, New Zealand, Turkey, China, and India are considered progressive leaders in emergency management, or they have made substantial progress in elevating the competencies of their Emergence Management functions. Additionally, a lot of attention has been paid to CEM and to establishing principles to govern CEM as well as the profession. However, there is also a lot of disparity in defining the governing principles of CEM.
