The United States is not the only country that is progressive when it comes to Emergence Management issues. Countries such as Australia, New Zealand, Turkey, China, and India are considered progressive leaders in emergency management, or they have made substantial progress in elevating the competencies of their Emergence Management functions. Additionally, a lot of attention has been paid to CEM and to establishing principles to govern CEM as well as the profession. However, there is also a lot of disparity in defining the governing principles of CEM.

review New Zealand’s National Civil Defence Emergency Management Strategy (in the Resources) and compare and contrast U.S. and New Zealand principles of CEM.
•What do you notice as significant differences?
•What are some similarities?
•Do you see any gaps?
•What are some conditions that will have an impact on how a country defines CEM and the principles that govern it?
•What past research contributions could have a significant contribution to defining CEM? (One useful quick reference might be the Evolution of Emergency Management media piece in the Resources.)
•How do you think research can assist in moving the profession forward?
