Scenario

You are part of the management team of a new part 121 scheduled carrier. Your carrier is a small carrier with only 2 fixed wing airplanes and will start up operations to two destination airports. In order to gain an Air Carrier Operating Certificate you will need to file a set of Operations Specifications that identify to the FAA the particular regulations that your operation must comply with to ensure the highest degree of safety and explain to the FAA Inspector exactly how you will comply with those regulations.

Suggested approach

1. Identify your home base and the two destination airports you intend to serve. These can be two Domestic destinations in the USA for example los Angeles is my home base two destination are new York and las Vegas.
