Arizona’s Administrative Procedures Act

Arizona’s Administrative Procedures Act (the Arizona APA) and the federal Administrative Procedures Act (the federal APA) are similar in nature, but very different in mechanics. For example, the federal APA has two types of rulemaking based on the rigorousness of the procedures required: formal and informal. The Arizona APA has three types of rulemaking, based on the timeframe of the rulemaking: regular, expedited, and emergency. When it comes to adjudication, the Arizona APA has a bill of rights that is above and beyond the protections of the U.S. Constitution and the federal APA provide.

Compare and contrast the Arizona APA and the federal APA. Find at least 2 major differences between the two acts in addition to the two that I have listed above.
