A solution to a crisis

It is a commonly stated proposition that humans make their own future but do so within the confines of history. What that means is that although we have freedom of choice and action we are not necessarily free to take a given action at a given point in time. History: including the institutions that characterize Canada as having a Western Liberal Capitalist Democratic regime, as well as the bureaucratic nature of our state, shape what options are available to us at any given moment in time, as well as which course of action is more likely to be followed. The Toronto area, as well as some other major Canadian cities, are widely acknowledged as having a housing affordability crisis. In their book “House Divided” Bozikovic et al. propose an approach for reducing the crisis. Consider one of the major institutions we are studying this term.
