A prescription for medical marijuana.

You work in a state where it is illegal to smoke marijuana and your employer has a zero-tolerance policy regarding the use of drugs. You are a supervisor of a team and have a good working relationship with the members of your team. None of the individuals on your team have a prescription for medical marijuana. One of your team members, who smokes marijuana, has applied for a promotion and as his supervisor, you are required to give a recommendation to the Human Resource Manager. You are obviously in a predicament. Do you talk to the team member, do you report his marijuana use to your supervisor, do you mention it in your recommendation or what options do you have?
